İbrahim KURBAN / Senior Vice Chairman
Ibrahim KURBAN Born in Denizli in 1959, Mr. İbrahim KURBAN graduated from the Middle East Technical University, Faculty of Economic and Administrative Sciences. He joined the İMKB in 1999 and was promoted to Executive Vice Chairman in 2008.
Aydın SEYMAN / Executive Vice Chairman Ph.D.
Dr. Aydin SEYMAN Aydın SEYMAN Ph.D. was born in Oltu, in 1968. He graduated from Istanbul Technical University Faculty of Management, Department of Industrial Engineering. He earned his MS and ph. D. degrees from Istanbul University Faculty of Economics in 1996, and 2004, respectively. He joined the İMKB in 1990, and was promoted to Executive Vice Chairman in 2008.
Adalet POLAT / Executive Vice Chairman
Adalet POLAT Adalet Polat was born in Yozgat in 1965. He earned his BA degree from Ankara University Faculty of Political Sciences in 1988. He worked as inspector for a private bank, following which, he joined the İstanbul Menkul Kıymetler Borsası as inspector in 1990. He was promoted to Financial Affairs Director in 1999. Mr. Polat earned his MA degree from Istanbul University in 1994. He attended training programs in USA, and was awarded “International Fixed Income and Derivatives (ICMA-IFID) certificate in 1999. Adalet Polat is currently working on his doctorate thesis on financial economics and management accounting at the Istanbul University Institute of Social Sciences.
Mustafa BALTACI / Executive Vice Chairman
Mustafa BALTACI Born in Ankara in 1973, Mr. BALTACI graduated from Ankara University Faculty of Political Sciences in 1994. He earned an MA degree in public administration and a diploma in financial management from University of Pennsylvania in 2004. He started his career in the Turkish Prime Ministry Inspection Board, and worked as assistant inspector, inspector, chief inspector and deputy head of the Inspection Board of the Turkish Prime Ministry. He worked as analyst in the Governance Department of the World Bank in 2005-2006. Mr. BALTACI headed the Turkish Prime Ministry Regulatory Reform Group between 2006 and 2009, worked as advisor to the Minister in charge of the Economy and Deputy Prime Minister in 2008 and 2009, and as Audit Board member of Ziraat Bank between 2007 and 2009. Mr. BALTACI was appointed as the İstanbul Menkul Kıymetler Borsası Executive Vice Chairman on June 11th, 2010.
Assoc. Professor Mustafa Kemal YILMAZ/ Executive Vice Chairman
Mustafa Kemal YILMAZBorn in İstanbul in 1966, Mustafa Kemal YILMAZ graduated from Lycée de Galatasaray suma cum laude in 1985. He earned his BA degree from Marmara University Faculty of Economics and Administrative Sciences Business Administration Department suma cum laude in 1990. He completed the Finance-Accounting graduate program at the same faculty in 1993 as valedictorian. He started his career in 1991 as specialist with the Republic of Turkey Prime Ministry Undersecretariat of Treasury, Directorate General, Banking and Exchange, where he worked until 1994, when he joined İstanbul Menkul Kıymetler Borsası (İMKB). He earned his Ph.D. degree from the Institute for Banking and Insurance Studies at Marmara University in 1998, and became associate professor of finance-accounting in May 2004. At İMKB, he worked as specialist for the Derivatives Market in 1994-2005, and Risk Management Department in 2006-2007. He was Chief of Staff during 2007-2011. Mr. YILMAZ served as consultant for Tehran Metal Exchange and Iran Agricultural Commodity Exchange as representative of Islamic Development Bank (IDB) in November-December 2006. Mr. YILMAZ was appointed as Executive Vice Chairman on January 12, 2012. He has been an academic consultant with the Union of Chambers and Commodity Exchanges of Turkey, Turkish Sector Assembly since 2007. Mr. YILMAZ speaks French and English and is married with two children.
Saim KILIÇ / Head of Inspection and Surveillance Board. Ph.D.
Dr. Saim KILIC Borne in 1972 in Ardagan, Dr. Saim KILIÇ, graduated from Ankara University, Faculty of Politics, International Relations Department in 1993. KILIÇ obtained master’s degrees in “Finance” from University of Illinois at Urbana-Champaign, USA in 2001, and in "Business” from Ankara University, Faculty of Politics in 2002. In 2005/2006 Academic Year, he conducted studies and researchers on “Market Abuse” at University of Greenwich in England with an EU scholarship. In 2007, he obtained his Ph.D. degree in "Accounting-Finance" from Gazi University. For his Ph.D. study, he won 2008 Economic Researches Foundation Ünal Aysal Award. Dr. Saim KILIÇ has three books and numerous articles published. Having served as a CMB Expert and a CMB Chief Expert in the Capital Markets Board between 1994 and 2009, and also as an Advisor to the Prime Ministry and an Interim Specialist for the State Inspection Board for some time, Dr. Saim KILIÇ has been assigned as the Head of İMKB Inspection and Surveillance Board in September 2009.
Ali ÇÖPLÜ / Chief Information Officer
Ali ÇöplüMr. ÇÖPLÜ was born in Gaziantep in 1972. After completing Gaziantep Science High School with high honors in 1989, he received his B.Sc. degree from Bilkent University Department of Computer Engineering and Information Sciences in 1993. Mr. ÇÖPLÜ left for USA in 1994 for graduate studies. He earned his M.Sc. from University of Pennsylvania on Computer Engineering and Information Sciences, following which he started his career with a software company called SyncSort. He worked in the information technology departments of global investment banks including D.E.Shaw&Co., Goldman Sachs and Morgan Stanley While working, he attended New York University Stern School of Business and earned an M.B.A. degree with International Finance and Accounting majors. He returned to Turkey in January 2008, and started to work in the information systems department of Vakıfbank. After working as an IT director for two years and Alternative Distribution Channels director for 1.5 years, Mr. ÇÖPLÜ was appointed as Assistant General Manager of the Central Bank of Turkey Information Technology Department in June 2011.
